Man charged with murder after fatal shooting near east side Kansas City apartment complex

KANSAS CITY, Mo. (KCTV) - A Kansas City man turned himself in to police a day after a deadly shooting Wednesday night.

Jackson County Prosecutor Melesa Johnson announced Friday that Lucas Willingham has been charged with second-degree murder, two counts of armed criminal action and one count of unlawful use of a weapon.

Willingham is accused of shooting and killing 28-year-old Jamon Norfleet on Wednesday, Feb. 11, outside an apartment in the 6000 block of Blue Hills Road.

Court documents allege Norfleet called police and informed dispatchers of who shot him. Norfleet was found at E. 59th Street and The Paseo and was transported to a hospital, where he later died.

Video footage from the apartment complex captured Norfleet running and Willingham following after him, Johnson said.

On Thursday, Willingham turned himself in to police. During an interview with detectives, Willingham allegedly said he was under the influence of PCP around the time of the shooting and didn’t remember what happened and couldn’t comprehend what was going on.

A Jackson County judge set Willingham’s bond at $150,000 cash only.
