Former KHP trooper sentenced for using excessive force

Michell Morgan, a 29-year-old from Leavenworth, plead no contest today to interference with law enforcement for falsely reporting a crime.

In October of 2017, deputies with the Leavenworth County Sheriff’s Office were dispatched to the area of 119th and Wolcott Road on a call about a traffic accident.

Morgan and her child were found at the scene of the accident.

She told law enforcement that an unknown black man had entered her vehicle as she was getting gas and that she jumped into the passenger seat, due to the child. The man drove until the accident and then ran from the vehicle.

Various members of law enforcement responded to try and find the man, including K9 units and an airplane from the Kansas Highway Patrol.

Law enforcement continued to pursue the investigation of when she was abducted but, during a subsequent investigation, she had given three different scenarios on how she was kidnapped and evidence showed those to not be accurate.

Investigators then determined she had not been kidnapped but had made up the story.

Leavenworth County Attorney Todd Thompson said, “The time that law enforcement use in investigating cases is a valuable asset to the community.”

She is set to be sentenced on Aug. 31.
