A second teenager has been charged in connection with the deadly shooting in the parking lot of Independence Center.

Luis Ramirez, 17, of Kansas City faces second-degree murder and armed criminal action. Prosecutors requested a bond of $250,000 cash.

Jackson County authorities have also charged 18-year-old Tyler Gates in the shooting death of 17-year-old Matthew Haylock.

According to court documents, Ramirez was charged in the murder of Haylock because he and Gates were attempting to rob Haylock when he was fatally shot.

Ramirez told police Thursday that he and Gates conspired to commit a robbery and take Haylock's Glock 9 mm.

Independence police responded to an Independence Center parking lot just after 8:30 p.m. Tuesday on a reported shooting and found Haylock in the parking lot suffering from gunshot wounds. Independence Police Department officer and spokesman John Syme said the shooting happened 30 minutes before the mall closed.

A witness told police that Gates was at the mall in a vehicle with Haylock. He said Gates pointed Haylock's firearm at the victim and soon after he heard a gunshot. Then he saw the victim slumped over and unresponsive.

Gates asked for help in pushing the victim out of the vehicle. Gates then left the parking lot, keeping the weapon.

The vehicle was later located and what appeared to be blood was found in the back seat and handguns were also found in the vehicle.

Friends say Haylock was a father and a much loved former student at VanHorn High School.
