Legislature advances ordinance extending Jackson County data center moratorium to 180 days

KANSAS CITY, Mo. (KCTV) - The Jackson County Legislature advanced an ordinance Monday that would establish a 180-day moratorium on the processing of land-use applications for data center development in the county.

The ordinance has been amended from its original 120-day proposal to a 180-day moratorium in a move the county legislature says provides county leaders, planning staff, municipalities and residents additional time to evaluate the long-term impacts of such projects.

“Data centers represent significant economic opportunities, but they also present substantial challenges that deserve careful consideration,” said Jackson County Legislature Chairman Manny Abarca. “This temporary pause will allow Jackson County to thoughtfully review existing policies, engage with residents and industry experts, and ensure that future development aligns with the best interests of our communities.”

Final passage of the measure is scheduled for consideration at next week’s legislative session.

Abarca said the moratorium is intended to provide time for comprehensive planning, not to permanently prohibit data center development and investment in Jackson County.

“We want to make sure Jackson County is prepared for the future while protecting taxpayers, preserving community character, and ensuring responsible growth,” said Abarca.
