A Las Vegas man who was selling wind and solar energy units has been permanently banned from doing business in Kansas.

Zachary Lippa did business as Pacific Tool & Machinery or Pacific Management Group, and Pacific Tool Co.

In addition to the ban, he has been ordered to refund $19,425 to a Kansas consumer after was found to be in violation of Kansas consumer protection laws, according to Attorney General Derek Schmidt.

Schmidt had accused Lippa of accepting payment from a Kansas consumer for a wind and solar unit and then failing to deliver the product.

While some of the items purchased online by the consumer arrived, the majority did not, and Lippa failed to refund the consumer for the items that were not delivered.

District Judge Teresa Watson entered the default judgment this week in Shawnee County District Court after Lippa failed to respond to the lawsuit filed by the attorney general’s office in January.

Lippa also was ordered to pay a civil penalty and reimburse the attorney general’s office for the cost of its investigation.
