Questions loom over KC Streetcar's future following election

KANSAS CITY, MO (KCTV) -

Tuesday marked a narrow victory for opponents of Kansas City's Streetcar. 

Voters approved a measure that forces a city-wide vote before any more construction on the KC Streetcar route. 

The vote was close - 51 percent said yes, 49 percent voted no. 

Plans to expand the Streetcar are full steam ahead, but there are some questions to how that works moving forward.

Voters said they wanted to have a say before planning is done moving forward, but the phrasing of the measure has raised concerns for the city. 

“How would that work? What does that mean, and that’s the kind of questions our legal department is going to be counseling the city council about," said Chris Hernandez, the public information officer for the City of Kansas City. 

On July 12, 2016, the city sent a letter detailing concerns to Sherry Dejanes with Smart KC, the group behind the initiative, saying in part: 

“The prohibition on planning, without planning being defined or limited, touches upon employee speech as well as private speech of employees.”

Hernandez said the city reviewed it and sent back recommendations. He added the group "chose to not change any of the language." 

Dejanes says that's not the full story, however. 

"That’s incorrect," she said. "That’s when we sent the letter and said let’s take a look at taking this out, let’s take a look at putting a ceiling, and no one ever got back with us.” 

She says they suggested putting in a $200,000 ceiling as a point where it would need to be brought to the public for a vote. 

Dejanes says the group is willing to sit down with the city to try and iron out details further.
