KANSAS CITY, MO (KCTV) -

Firefighters were conducting a "confined space rescue" at a manhole in the area of 6530 Winner Road.

The area is two blocks north of Independence Avenue.

A man was electrocuted after climbing down into the manhole.

Those who work nearby said that a fire started down in the manhole, as well. "There was a fire going on there," said Matt Conway who works at ACI Plastics.

An operations manager said that at least two people had crawled down in an attempt to cut a power line before the incident happened.

At least one of those men was critically injured and was taken to the hospital. The man with critical injuries was the one who asked for an ambulance at a local business.

Kansas City Power & Light said that it was not one of their employees in the manhole. Their line in the manhole was cut, so they turned off power to the area to help with today's incident. By 5 p.m., the scene had been cleared and they were working to restore power.

Firefighters then checked to make sure no one else was inside the manhole. According to the police, the second person had not been found as of 6 p.m.

People who work in the area said they have issues with transients building tent cities in the area. They said electrical wiring has been stolen out of street lights and buildings for its copper, as well.

Police are still investigating what exactly motivated the men to crawl into the manhole. However, they note that the men were not authorized to be in there and that they did not work in the area.

Police say they will release more information when they get a better idea of what exactly happened.
