Owner of dogs that attacked miniature horses in St. Joseph was already in prison

It was a heart-wrenching discovery for a St. Joseph family when they found their beloved miniature horses were brutally attacked by dogs in their backyard. 

Now, the family knows more about the man who owned the dogs - and it turns out he was already in prison. 

Gail Johnson and her husband, Leland, buried Sassy and Granny in their pasture.

Now, officials with the local animal control confirmed the dogs belonged to Franklin Skeen Jr., 17. Animal Control has also accused Skeen of animal neglect in the case with the dogs. 

Skeen Jr. was arrested June 1 after his baby was smothered to death while they were co-sleeping. According to court documents, Skeen is charged with drug possession. 

Skeen's girlfriend, Kyla Watson, has been charged with endangering the welfare of a child, according to records. Police also say both Skeen and Watson tested positive for marijuana and benzodiazepines. 

“We were angry because somebody with his background should never have owned dogs like that," said Gail Johnson. "They were mean and vicious.”

Johnson hopes Skeen is held accountable for everything. 

“What about that poor baby? He didn't have responsibility for that either? So it's just - it was just kind of a vicious circle and he was in the middle of all of it.”

Johnson says the bright spot in all of this has been the community support. Everyone in St. Joseph knew about the horses. 

She says one little kid called them Salt and Pepper, not knowing their real names.
