Independence woman pleads guilty to murder-for-hire scheme

KANSAS CITY, MO (KCTV) -

An Independence, Missouri woman has pleaded guilty in federal court to using the phone as part of a murder-for-hire scheme. 

Teresa Owen, 62, pleaded guilty on Friday to the charge from a July 7, 2015 indictment in front of U.S. Chief District Judge Greg Kays.

Owen has been in custody without bail since her arrest on June 18 of last year.

By pleading guilty, Owen admitted that she had contact with two different people on the phone and that she offered them money to kill someone identified in court documents as “B.H.”

One of those people was an acquaintance and the other an undercover police officer. Owen spoke to them about discussing or arranging to meet to discuss the murder of “B.H.”

Owen also admitted that she met with the undercover officer in Independence on June 10 and 11 of last year. During the two meetings, Owen asked the officer to kill “B.H.” and agreed to pay the officer $700 for the murder.

Owen used her phone to get on Facebook and pull up pictures of “B.H.” so that the officer could identify the person.

Additionally, she identified “B.H.” and this person’s location in writing and made a payment of $200 to the undercover officer on June 11, 2015.

Under the terms of Friday’s plea agreement, Owen will be sentenced to at least three years in federal prison without parole and up to four years in federal prison without parole.

A sentencing hearing will be scheduled after a presentence investigation by the United States Probation Office is finished.

The sentencing will be determined by the court based on the advisory sentencing guidelines and other statutory factors.
