Two female inmates say they were attacked, one raped inside Jackson County Jail

KANSAS CITY, MO (KCTV) -

Police are investigating after a female inmate says she was raped by three men inside the Jackson County Jail late last week.

KCTV5 News has learned three male inmates were able to leave their cells and pretend to be guards. They gained access to the women's section of the prison and are accused of raping one woman and seriously injuring another.  

Following an investigation by the Corrections Department, one staff member was suspended without pay for violating the Policies and Procedures for the department. 

An individual contacted the Kansas City Police Department shortly after 5 p.m. on Aug. 26 to report it. 

The first victim told police she was raped by three men she initially believed to be guards. 

A second victim told police a man came into her cell, kissed and fondled her. After she pushed back, the man became more aggressive. She said someone later whistled and the man left the cell and hid in a corner. 

Investigators viewed surveillance video with the individual who reported the rapes. 

Police told KCTV5 News the video showed three male inmates moving freely in the hall between their cells and the cells of the victims. The victims' cells could not be seen in the surveillance video. 

The person who reported the incidents told police they did not know a crime occurred. The reporting party said the first victim reported the incident to a case manager at 4:45 p.m. on Aug. 26. 

Detention officers bio-cleansed the first victim's cell at 10:45 a.m. on Aug. 26, as they found her with ripped clothing and feces spread all over her jail cell. She was transported to a hospital by EMS and was given a Sexual Assault Nurse Examiner (SANE) examination. 

Most of the women inside the jail are housed on the sixth floor. But on the basement floor, there is a mix of male and female inmates. Inmates have individual cells and guards patrol it every 29 minutes. 

The Kansas City Police Department's sex crimes detective was notified from the scene. 

On Sunday night, the Jackson County issued this statement: 

On Friday, August 26, 2016, staff at the Regional Correction Center were notified that two female inmates had potentially been sexually assaulted by one or more male inmates.   As per procedure, staff contacted local law enforcement and notified them of the incident and requested that they conduct an investigation.  Staff of the Regional Correction Center have and will continue to cooperate and provide whatever assistance is requested by investigators.  

In addition, the Corrections Department has engaged in a thorough review of the actions of all staff in relation to this incident.  While no staff have been accused of engaging in sexual contact with any inmates, as a result of this thorough internal review, one staff member has been suspended without pay for potentially violating the Policies and Procedures of the Corrections Department.  

Any further questions regarding the ongoing investigation should be directed to the Kansas City Police Department.

Police say this is an on-going investigation.
