KCK apartment property management co. says they will fix mold problems

Mold, mice and bed bugs.

The city says apartments inside a Kansas City, KS,  complex are unlivable, and people may need to start packing.

City officials posted 15-day notices on Thursday afternoon on each apartment door at the Rosedale Ridge Apartments located at Federal Avenue and South Mill Street.

But after an hour, apartment management ripped them down, creating confusion about the future of the complex and the people living in it.

Amber Cross lives in one of 161 units at the complex.

"We've got mold. We have mice. We have cockroaches," she said.

But the mold is what the city is concerned about, giving the property owners and management until a week from Friday to correct the problem.

"The mold is so intense in my bathroom, there's a hole in my ceiling. And it's green and it's black and it's going down the whole left side of my shower," Cross said.

Now, Rosedale Ridge tenants are demanding answers.

"Pretty much, I went in there and said, 'what is going on?' She said, 'when we find out something, I'll let you know something,'" Cross said.

When Cross couldn't get a response, KCTV5 News went to Yarco Company, Inc., Rosedale Ridge's third-party managing agent.

Robert Schock, the company's senior vice president, said they were drafting a plan to correct the mold problem and Tuesday they told residents they'd take care of the mold and other problems.

Yarco left letters tucked in all of the residents' doors Tuesday, assuring them that they wouldn't have to leave their homes because of mold and other unsanitary conditions.

"I just think this is them trying to think they're going to do something," Janiqual Fuel said.

The letter promises that the company is working with the city and county officials, but some tenants are worried the properties are damaged beyond repair.

One resident filmed her own unit to give KCTV5 a better idea of the mold problem. The video showed large patches of mold, some even with a "furry" texture on them.

"It's been known to be one of the worst pathogens, especially for the elderly and the young," said Brad Kuhlmann with Midwest Duct Cleaning, after seeing some of the images from inside the apartment.

Kuhlmann said to properly remove the mold the property managers will need to cut out and replace entire sections of walls and ceilings. Based on what he saw, he said it is possible to repair all 161 units in the complex without evicting anyone.

"A contractor would go in and place that area under containment. You'd be in and out in a pretty short amount of time," he said.

If the plan is sent and approved by the city before the deadline, then Rosedale Ridge will remain open, pending repairs.

"I have a 1-year-old daughter," Cross said. "It's just not good living conditions. I've been living on my own, and I intend to do that. That is what you do when you are grown up. "

Yarco officials sent the following letter to all 161 units Tuesday, bringing them up to speed on the situation and their intentions to repair problems and keep the complex open.

As some of you know, over the last week we had an inspection with the local government for our rental licenses. We have to meet certain criteria to receive these and the government has asked for additional steps to be taken to obtain the rental licenses. We knew that there were notices posted about residents having to move if issues were not corrected. Rest assured that we are working side by side with local government and contractors to correct any issues that might be present and to continue to provide you with respectable, affordable housing. We are very sorry if you were caught off guard by this, but we are working to complete all items needed and we will continue to love calling you our residents. Please feel free to bring any issues to the office or myself and thank you for living at Rosedale Ridge Apartments.

Wyandotte County officials said they've received four complaints this year about the Rosedale Ridge Apartments, things like missing and torn window screens, missing or defective smoke detectors and needed extermination.

The U.S. Department of Housing and Urban Development said it conducted a random sampling of 23 units in 2012. They found open wires, rodents and missing hardware in stairwells. They were not able to tell KCTV5 if they issued any fines or did any follow-up inspections to see if the problems were corrected.
