CHESTER COUNTY, PA (KYW/CNN) - Police and the Chester County District Attorney say a man has been arrested for animal cruelty after he was caught abusing a kitten.

With broken teeth from being beaten and or dragged from a car this little kitten was nearly a goner when it was brought to an animal hospital.

But that's when the story surrounding the kitten's owner, James Myers changed everything.

Police say the 24-year-old was found in his car in the middle of an isolated street at 4 a.m. Sunday in West Chester, PA.

According to investigators, the 8- to 10-week-old kitten had a rope tight around its neck and was hanging underneath Myer's car, but that's not all the officer found.

"He had 22 bags of heroin on him. Inside the car we found hundreds of empty bags of heroin and needles," said Tom Hogan, Chester Co. District Attorney.

Upon hearing there was heroin in the car, the veterinarian here at the Hope Veterinary Clinic in Malvern decided to give the kitten Narcan, a drug often given to heroin addicts who overdose.

"And just like a human coming back from a heroin overdose suddenly bounced back up," Hogan said.

Hogan says Myers is a heroin user who also decided to give his kitten heroin.

"I've never an animal abused by giving it heroin," Hogan said.

The kitten is now expected to make a full recovery, and will be transferred to another facility for adoption.

Myers' nor his family could be reached for comment. He has been charged with cruelty to animals, drug possession and related charges. He is locked up on $25,000 bail.
