NC House gives initial approve to budget plan

The North Carolina House has given initial approval to its proposal for a state government budget for the coming year.

The House voted 81-36 Thursday night to a roughly $21 billion plan that links funding of schoolteacher raises to increased lottery profits but favors Gov. Pat McCrory's ideas to more than the Senate's rival plan. The lawmakers voted on more than 30 amendments and debated for nearly eight hours. A final House vote is expected Friday morning.

The measure changes the second year of the two-year state budget approved last summer. The budget's anchor is an average 5 percent pay raise for all public school teachers, who have received only one raise since 2008. The extra lottery money is supposed to come thanks to more advertising.
