Man wanted on felony vandalism charge arrested by JCPD after traffic stop

Johnson City Police Department officers charged a man with vandalism Friday, after a traffic stop for speeding revealed he had an outstanding vandalism warrant.

According to a JCPD news release, officers stopped Phillip Carr, 18, 349 High St., after he was seen speeding in a school zone near Woodland Elementary School.

During the stop, officers discovered there was an outstanding warrant for felony vandalism on him -- property damage over $500 -- for an incident that happened on Sunday.

According to the report, Carr reportedly visited a friend, became intoxicated and when he was asked to leave he got angry and destroyed numerous items in the apartment.

He was charged with felony vandalism and was taken to the Washington County Detention Center.

Carr was being held on $10,000 bond and was scheduled to be arraigned in Sessions Court Monday at 1:30 p.m.
