INDEPENDENCE, MO (KCTV) -

A dispute between neighbors over some damaged property led to a double shooting early Tuesday morning in an Independence neighborhood, police said.

Jeffrey E. Wahl, 69, faces two counts of first-degree assault and two counts of armed criminal action for shooting his neighbors.

Authorities were called shortly after 6 a.m. to the neighborhood near West Farmer Avenue and North Osage Street, just a few blocks from the Independence police headquarters on Noland Road.

Wahl is in custody, but another neighbor said there's been some issues with him for a few days now, including stealing mailboxes and slashed tires.

Laura Wright showed KCTV5 her neighbor's tires, one that had been slashed just the day before.

"The guy who was arrested this morning stood up from the front passenger's side of the car with a knife," Wright said.

The owners of the car reported the slashed tires to Independence, MO, police then decided to spend the night elsewhere, Wright said.

"After the incident yesterday and he wasn't arrested, they didn't feel safe here," she explained.

But on Tuesday morning another couple, just two houses down from that same man, got into a dispute with the suspect over damaged property as well.

According to court records, Wahl rang the victim's doorbell about 6:30 a.m. Tuesday. The homeowner, Carl R. Bryant Sr. answered the door with a handgun and he and Wahl struggled outside the home. Wahl took the gun away from the owner and shot him. His wife, Pamela S. Bryant, ran outside and police say Wahl shot her too in their driveway.

"I believe they got a call from the person or both involved parties. Officers were en route, then we got reports of somebody being armed with a gun. Then we got reports that someone actually fired the gun. We got on scene and found two people shot," said Sgt. Darrell Schmidli with the Independence Police Department.

Wahl is accused of shooting his neighbors in the driveway of their home. The man and woman, both in their 60s, are both in critical condition. The suspect refused to leave his duplex in the 300 block of West Farmer Avenue when police arrived.

Wright was on the other side of the duplex that was surrounded by police.

"This morning we woke up to banging in the hall and 'open up, this is police,'" she said. "You never expect this, you really don't."

Wahl came out of the home shortly after 7 a.m. with his hands up and surrendered to police.

Police say they don't know what the dispute was about between the couple and the neighbor accused of shooting them. They say they recovered a handgun at the scene and several shell casings from the driveway.

A background check shows Wahl  was also listed as a registered sex offender for crimes in California.

His bond is set at $500,000.
