Police and fire crews rescue boy walking on frozen river

OTTAWA, KS (KCTV) -

Rescue crews in Ottawa, KS, dealt with a challenging ice rescue Tuesday.

Ottawa police and fire rescue teams say it's one of the strangest things they've ever seen and a rescue that still has them asking questions.

It might be the first time Franklin County emergency crews were dispatched to an ice rescue where the person being rescued refused to cooperate.

"The location where he was standing was all concrete with running water, and if he'd slipped off he would have dropped into a spillway," said Capt. Adam Weingartner with the Ottawa Police Department.

Crews said shortly after 3 p.m. Tuesday they were called to a concrete spillway located off Second Street. There they found an 11-year-old boy wandering on the ice of the frozen Marais Des Cygnes River and refusing to come off.

"He was able to walk across the entire spillway several times before we were able to get officers on either side of the river," Weingartner said.

The boy, whose name was not released due to his age, then took off running on the thin ice-covered river and ran nearly half a mile on the ice until firefighters got involved.

"A firefighter from Ottawa who was trained in water rescue using safety equipment was able to walk out on the ice and the officers on the opposite side kept him distracted long enough so that the firefighter could get out to the middle of the river and get a hold of the child," Weingartner said.

It was an amazing rescue for a situation that fire crews say could have become deadly at any moment and their quick actions were crucial.

"Firefighters deployed personal floatation devises. They were tethered with a rope from the bank to the person as well," said Ottawa fire Chief Jeff Carner.

Police say luckily there were no injuries and they still are trying to determine why the boy was on the river.

As of right now, no charges have been filed.

The boy was in protective custody as of late Tuesday night and was expected to undergo a health screening.
