(CNN) - Whether you're ready or not, holiday shopping is right around the corner.
Have you set your budget yet?
The National Retail Federation said the average holiday shopper is expected to keep it modest this year.
According to NRF's Holiday Consumer Spending Survey, the average shopper will spend around$700, decor, greeting cards and more, that's two percent less than last year.
The NRF is forecasting holiday sales will increase 3.9 percent to over $600 billion.
And here's something that's interesting, for the first time the NRF asked if the political gridlock in Washington would affect their spending plans, on average 29 percent said it would.
