School bus driver ticketed for crash that killed Portland woman

PORTLAND, OR (KPTV) -

A school bus driver who struck and killed a woman in a Portland crosswalk has been cited by police.

Police said Billie Jean Neel, of Gladstone, was given citations for careless driving causing death to a vulnerable road user and fail to yield to pedestrians in a crosswalk.

The crash happened after Neel's school bus stopped in the right turn lane at Southeast 148th Avenue at Division Street on Tuesday. As Shawn and Renee Bates tried to cross the street in the crosswalk, the bus accelerated and ran over Renee Bates, causing traumatic injuries.

Shawn Bates said he lost his best friend, and struggled to find the words to describe his wife of 19 years.

"I was just trying to get her to talk, just talk to her, keep going, tell her I loved her, that she was going to make it through this," Shawn Bates said

Renee Bates died at a hospital Tuesday afternoon.

Neel has worked for First Student Transportation Company since 1989 and has a clean driving record.

Police said she wasn't impaired at the time of the crash.

Despite issuing the citations, they're still continuing their investigation.
