Man, 28, charged in crash that killed KC crime scene investigator

KANSAS CITY, MO (KCTV) -

The Kansas City Police department is mourning the loss of a civilian employee.

Michael Chou, 29, was killed as his car was cut in half as he left work from the department's crime lab early Saturday morning near East 66th Street and Troost Avenue.

Chou, who had been with the police department for two years, worked as a crime scene technician.

Crime lab director Linda Netzel said on Sunday she and others are still trying to make sense of it all.

"Part of the irony of the situation is that Michael had been working days for the last couple of years. He really wanted to move to nights. This was about his third shift working nights when he finally had been transferred to nights. Just trying to make sense of a very senseless tragedy is what (we) are all trying to cope with right now," Netzel said.

The accident happened about 3 a.m. as Chou was leaving work in his Honda Civic.

Police said an officer on patrol saw a black BMW heading north on Troost, traveling at a very high rate of speed.  The officer started following the car, before it slammed into Chou's car, tearing the Civic in two.

Larneal Davis, 28, of Independence, has been charged with involuntary manslaughter in Chou's death.

Davis told police he had been celebrating his birthday. He had a blood-alcohol level of .083 .  That alcohol level is just above the legal driving limit of .08.

David is being held on a $300,000 bond as close friends, family, and co-workers are left to pick up the pieces.

"They're back to work today.  They don't have many options.  However, the Johnson County Crime Lab is helping us cover shifts when a memorial service takes place for Michael," Netzel said. 

There is no word yet when services for Chou will be held.

"Michael was always enthusiastic, always energetic, never turned anybody down.  He was extremely respectful of everybody.  He always wanted to know what needed to be done next and how he could help," Netzel said.

Chou was a native Naperville, IL, a suburb of Chicago.
