KC Police Department employee killed in wreck

A man out celebrating his birthday Saturday night is now charged with causing a crash that killed a Kansas City Police Department employee.

Crime scene technician Ying-An (Michael) Chou, 29, died while leaving work.  He was on his way home from work when a speeding vehicle collided with his.

The crash happened about 3 a.m. at 65th Street and Troost Avenue.

Police said an officer on patrol saw a car speeding northbound on Troost. The officer started following the car, then came upon the crash that had just happened near the department's crime lab.

"It appears he (the employee) was leaving work in that area. He was a department member of ours," said Capt. Tye Grant.

Police Chief Darryl Forte tweeted from his account that Chou's vehicle was split into two pieces.

Chou was pronounced dead at the scene. He had worked at the crime lab for two years.

Crime lab director Linda Netzel said they are still trying to make sense of it all.

"Part of the irony of the situation is that Michael had been working days for the last couple of years. He really wanted to move to nights. This was about his third shift working nights when he finally had been transferred to nights. Just trying to make sense of a very senseless tragedy is what (we) are all trying to cope with right now," Netzel said.

Police said the driver and a passenger in the car heading down Troost both fled the scene after the crash.

The driver in the speeding car ran off, but police arrested him near the scene.  He has been identified as 28-year-old Larneal Davis.

Davis has been charged with one count of involuntary manslaughter.  He told police he was drinking at a nightclub on Troost before the crash.
