Substitute special ed school worker accused of sex abuse

A man who works with special education children at a Hillsboro elementary school is accused of child sex abuse.

Washington County deputies received information late Wednesday leading them to believe Rafael Abinacer, 41, had sexually abused a 14-year-old girl. Investigators said it happened at his Hillsboro home.

It was reported the sexual assaults against the victim happened on numerous occasions over an extended period of time.

He was arrested outside his home.

Child abuse detectives said Abinacer was a substitute instructional aide contracted with the Hillsboro School District. He was primarily assisting with the special education classes at Lincoln Elementary School in Hillsboro.

Abinacer occasionally assisted at nearly 10 other schools. He has been employed by the district since March.

Administrators said he voluntarily indicated on his employment application that he was convicted of felony possession of a non-registered firearm and sentenced to five years probation in New York City in 1993.

Due to the nature and time since that conviction, the district said it didn't preclude him from being considered for a substitute position. Once a national background check and fingerprinting came back clean he was hired.

The district released a statement Friday saying the human resources department is in the process of terminating Abinacer's employment, effective immediately.

Detectives are concerned there may be more victims due to Abinacer's access to children. However, there are currently no reports of any victims or complaints linked to the schools.

Abinacer is facing charges including first-degree sex abuse. His bail is $250,000 and more charges are possible, according to deputies.
