Parents charged after little girl found underweight and with open wounds

KANSAS CITY, MO (KCTV) -

The parents of a 2-year-old girl have been charged in connection with the child's malnourished condition and injuries, including open wounds, Jackson County Prosecutor Jean Peters Baker announced.

Arthur L. Easterwood, 33, and 22-year-old Telecia T. Hooks each face two counts of abuse or neglect of a child.

According to court records filed Wednesday, Easterwood and Hooks, the parents of the 2-year-old child, took the girl to an Overland Park, KS, hospital Tuesday. There, medical staff were concerned by the child's condition. The girl and her brother were taken into protective custody in Kansas.

Later it was learned the parents lived in Kansas City, MO.

Court documents said medical personnel told investigators that the girl showed signs of malnutrition and child abuse and was "significantly underweight." When the girl was previously taken to the same hospital in August of last year for nasal congestion, court documents said medical personnel set up an appointment with the family to discuss the child's low weight, but the family never returned for the appointment.

When the girl was taken to the hospital in November of last year for pink eye, the then 19-month-old weighed 19.20 pounds. When she came to the hospital on Tuesday, the now 2-year-old weighed in at 17.41 pounds.

Besides the signs of malnutrition, court documents also said she had four open wounds on her head and indications of earlier fractures to her ribs and arm.

Prosecutors requested a cash bond of $250,000 for each defendant.
