KCTV5 News is expecting to learn Thursday what the outcome is of the first court appearance of the parents of a 9-year-old girl, who police said was horribly abused.
The girl was kept in the basement, forced to go to the bathroom outside and wasn't allowed to see a doctor even though, investigators said, she was very sick.
Lacey A. Chaney, 27, and Timothy A. Phillips, 30, are accused of forcing the little girl to sleep and spend most of her time in their home's basement that was saturated in dirt, had exposed wires and overflowing sewage in it. They are also accused of forcing her to go to the bathroom in the backyard.
Chaney and Phillips were in court Thursday afternoon as they faced a judge at 1:30 p.m. They face charges of abuse or neglect of a child, first-degree endangering the welfare of a child and felonious restraint.
According to court documents, Phillips told police he punished his child for getting suspended from school and for having constant bladder problems.
When police visited the home, they found the basement door secured with a lock and chain and had an alarm attached to the frame that would sound if opened from the basement. They also found an air mattress on the concrete floor of the basement where the little girl was forced to sleep.
Court documents said the little girl was sent to the nurse at her Independence, MO, elementary school on Friday because she smelled strongly of urine. While talking to the nurse, the girl said her private parts hurt and that she was not allowed to use the toilet at her home because her family feared she would give her stepmom a rash.
While medical examiners found that the little girl had some severe infections, Phillips told deputies he didn't take her to a doctor for treatment because "what difference would it make, she is just going to p--- on herself anyway."
