It is a story that no Cincinnati T-V station has touched and yet it could not just have a huge impact on local businesses but the water rates for every person living in Hamilton County.

A $5 billion project, with what some are calling 'strings attached', slipped quietly through City Council last week.

It didn't slip past us.
