KANSAS CITY, MO (KCTV) -

Kansas City police are investigating a report of shots fired from a balcony. It took place near St. John and Monroe avenues and the Della Lamb Center was temporarily placed on lockdown as a precaution.

It started about 4:10 p.m. when police were told a man on a balcony with a rifle was firing shots. A car was hit and a person inside was hurt. The victim drove to a hospital and was immediately taken to surgery after having suffered critical injuries.

Police are still looking for the shooter and they haven't said if the victim was an innocent bystander or if they knew the gunman.

Della Lamb Community Services is located about one block from the scene at St. John and Askew avenues. The organization's executive director said they were on lockdown for about an hour, which mainly affected their after-school students. The lockdown was lifted when police assured the organization that there was no longer any danger to students. At that time, the after-school program was let out.

Della Lamb offers assistance to low-income Kansas City residents of all ages. It offers programs that are designed to create self-sufficiency through education and support services.

Chopper5 video showed several people in handcuffs at the scene. Police said they have four teens in custody, but haven't said if they believe any of those people are the shooter.
