LAS VEGAS (FOX5) -
The biological father of a 7-year-old boy who died from apparent abuse by his mom and her husband is suing Clark County, among others, for negligence and wrongful death.
In a document detailing a civil lawsuit, Roderick Arrington Sr. claims school officials, the county's Department of Family Services and others failed to prevent the abuse that led to his son R.J.'s death in November 2012.
The suit describes R.J.'s injuries and scarring he displayed when he went to class at Roundy Elementary School on Nov. 28, 2012.
According to the document released by Clark County Courts, school officials, after noticing R.J. in pain, asked the boy what happened. The suit states R.J. told administrators that he would get hit in the rear end by his mom or her husband with a TV cord, broom handle, spatula or belt when he got in trouble.
When asked what the mom used to create the scarring on his back, R.J., in the document, said "everything."
The suit states school officials contacted the county's family services department to investigate, but workers there failed to respond to the call. Since no reply was given, the document claims, the boy was released from school and sent home.
"Why wasn't it prevented?" asked Arrington. "He was inside your office. Why did you let my son leave? I want to know why from Child Protective Services. Why? How did you let all this happen?"
The suit claims later that night, R.J. was beaten unconscious by his mother, Dina Palmer, and her husband, Markiece Palmer. The boy died two days later of his injuries, the suit said.
According to the suit, Arrington, who is from McClean County, IL, is suing parties whom include the state of Nevada, the state's Division of Child and Family Services, Clark County, the county's Department of Family Services, the county's Protective Services, Clark County School District and the boy's mother and her husband.
"If telling my story and me getting out what happened to my son would change the life of anybody's child, so be it," said Arrington. "I'm trying to get change that this won't happen again."
Last month, the Clark County Department of Family Services said a worker was fired as a result of an investigation connected to this case.
