Former law enforcement officer accused of disturbing crimes against children

A former law enforcement officer in Platte County is accused of some disturbing crimes against children.

Northmoor, MO, is a small community between Riverside and Parkville. It's been 20 years since the accused was the top law enforcement officer in the town, but the allegations are just as upsetting.

"Obviously you're disappointed anytime you hear anybody who worked with you or for you at one point in time gets in that kind of trouble," said Northmoor Police Chief Larry Davis.

Davis is the top cop in the community these days, but 20 years ago he worked alongside Nelson Burgen when Burgen was in charge of protecting and serving the citizens of Northmoor.

In 1990 the top job was an elected position. Burgen was appointed city marshal by the city council in May 1990 and then lost in the next election in April 1991.

Now Burgen is charged with sex crimes against two children, one just 13 at the time and the other, 15 years old.

Davis heard about the charges Friday morning.

"At this point he's been accused and I don't know anything other than what little information has been relayed to me," Davis said.

Burgen is charged with statutory sodomy and sexual misconduct in Johnson County, MO. According to court documents he had three children play "truth or dare" at his Knob Noster, MO, home. It's alleged Burgen and the children all got undressed during the game.

Burgen is also accused of performing sexual acts on two of the children and watching them perform sexual acts on each other. According to court documents, Burgen denies all of the allegations against him.

Burgen is being held on a $25,000 bond.
