KANSAS CITY, MO (KCTV) -
Concerned about teens and illegal drugs, the Kansas City Council is cracking down on blunt wraps.
The tobacco rolling paper is often used by minors when using illegal drugs, according to a proposed ordinance. Flavored cigar wrappers often can be found near candy.
High school students say their peers use it to smoke marijuana.
The council wants to prohibit self-service sales of blunt wraps, which can be a leaf, sheet or tube. No business shall be able to openly display the wrappers. Employees will have to control access much like is done with cigarettes.
Convenience stores will have to display the wrappers in locked cases.
Businesses will be fined $100 to $1,000 for each violation under the ordinance adopted Thursday by the council.
Hickman-Mills school district students spearheaded the effort to get the ordinance passed. Students worked for two years.
Students said they were pleased with the decision and believe it will help make cigar wrappers less enticing to teens. Students also received an important civics lesson.
"I've been waiting for this for a long time," junior Danny McQuarters said after watching his idea become municipal law.
