A man convicted of conning 22 women out of more than $90,000 in 2003 appears to be back scamming women, arrest warrants in Clay and Jackson counties say.

Ryan Blevins earned the nickname "Raytown Romeo" after his 2003 conviction, but Blevins is now charged with theft and forgery in two metro counties.

Melanie Baker is a florist at a Hy-Vee in Liberty and said that's where she met Blevins. Baker said Blevins charmed her into trusting him enough to lend him money.

"I'm not the type of person to loan anybody money, because I don't have it," Baker said. "I'm a single parent and I live paycheck to paycheck."

After a brief romantic relationship, Baker said Blevins talked Baker into lending him $500.

"He was real nice and a friendly person -- a real gentleman," Baker said. "Said all the right things."

Investigators said Blevins deposited a series of bad checks into Baker's account, totaling close to $5,000. Baker said that he said that was how he was paying her back. When the bank notified Baker her account had overdrafted more than $3,000, she said she realized she not only wouldn't see her money again, she would face losing everything she had."

"When this happened, I had my water shut off, I had my electricity shut off," Baker said.

Baker sais she did some research online and found Blevins name connected to fraud cases since 2000. Police said Blevins was released from prison in December 2008, but has been trying to scam women since he left prison. Court documents say Blevins stole from Baker and wrote bad checks in the name of another woman in Blue Springs, Mo. Blevins faces a felony charge in Clay and Jackson county.

"He just kept saying it was all a big mistake," Baker said. "Even after I knew what he had done in the past, he just kept telling me he didn't do this on purpose, that it was all just a big misunderstanding."

Police are currently searching for Blevins. Anyone with information on Blevins is asked to call the TIPS hot line at 816-474-TIPS.
