Kansas City police surrounded a house near East 43rd Street and Monroe Avenue for more than five hours, only to end up discovering nobody was inside the house.

Kansas City police said the multi-jurisdictional Kansas City fugitive task force tried to arrest a 19-year-old man on two charges of aggravated battery in Wyandotte County.

Officers thought the man they were looking for was inside the house and said they saw someone turn off the lights and lock the door.

Kansas City police tried to talk to the people inside, but said they got no response. A tactical operation was called and tactical officers and negotiators used a bullhorn to try to communicate with those inside the house. Kansas City police said they also worked to obtain a search warrant.

Police are still looking for the 19-year-old.
