KANSAS CITY, Mo. -- A teenager is accused of shooting another teen on a bicycle on Wednesday, police said.

Jerome Oates, 17, was charged with first-degree assault on Thursday.

Police believe Oates shot an 18-year-old who was riding his bike on the 35th Street bridge over 71 Highway.

The victim suffered two gunshot wounds and is paralyzed from the waist down, police said.

Police said they do not believe the crime was a random shooting.
